Language, framework, database, and where it runs.
Prose is easier to quote from than bullet points. No credentials or customer data in here.
Offline devices, no third-party cloud, an existing user table you cannot drop, a hardware or latency budget, a protocol you are stuck with. This is usually the interesting part.

Most of what we build does not exist off the shelf. Our own handshake protocol, schemes written for one customer and nobody else, our own library where the available ones did not fit the constraint. If your problem has an obvious answer you probably do not need us.
What happens next
Someone reads it the same day. If something is unclear you get one short mail with questions. Otherwise the scope comes straight back, price and date included.
